SUBJECT:  Launching of Silver Jewellery/Artefacts Hallmarking Scheme.

 

 

It is being brought to the notice of all ROs/BOs that the competent authority has agreed for Hallmarking Scheme for Silver jewellery/artefacts on the lines similar to Gold with immediate effect. The hallmarking of silver will be done as per IS 2112:2003. Under the scheme the retailer shall have to obtain licence from BIS for getting the silver Jewellery/artefacts hallmarked from BIS recognized assaying and hallmarking centres which are approved for silver assaying and  hallmarking as per IS 2113 and BIS Criteria for Recognition.

 

 

The criteria and procedure (HM/ AHC/G 02 October 2005 for recognition in line with gold hallmarking scheme) and other documents for audit as approved have been given Annex 1.

 

 

Approved Scheme of Testing and Inspection Doc: STI/2112/1 October 2005 applicable to retailer licensees is given   at Annex 2. This is hosted on intranet also.

 

 

The approved marking fee applicable to licensee Retailer/manufacturer and Schedule of fees for recognition of Assaying and Hallmarking Centres and royalty payable to BIS are given at

 Annex   3.

 

 

In order to start the scheme following three centres which are already approved for Gold Assaying and Hallmarking and  also have recognition from Reserve Bank of India for Assaying Silver have been provisionally approved for a maximum period of three month for Assaying and Hallmarking of Silver . 

 

  • MMTC Ltd., New Delhi
  • Jalan Hallmarking Centre, New Delhi
  • Gujarat Gold centre, Ahmedabad

 

 

The above centres shall however get their facilities regularized and approved by BIS through extension of scope before expiry of provisional approval in the existing scope.

 

 

The logo approved for the scheme is given at Annex 4. Other the marking shall be same as given in STI. 

 

 

The formats for Inspection of licensee jewellers and audit of Assaying and Hallmarking Centres are under process of approval of competent authority and shall be forwarded shortly. Till such time the existing formats for Gold Hallmarking may be used with appropriate modifications.

 

All ROs/BOs may suitably communicate  launch of scheme to Jewellers and silver manufacturers and process the applications  for certification and recognition as received.

 

 

All Regional Hallmarking Coordinators are also requested to communicate the relevant details of the scheme to BIS recognize assaying and hallmarking centres under their jurisdiction.
