
All of us as children have spent our childhood playing with different kinds of toys. To ensure safety of little ones who love to play with the toys, BIS had formulated IS 15644: 2006 for safety of Electric Toys and IS 9873 for General safety requirements of Toys.
Taking a step further, DPIIT issued a Quality Control Order (QCO) that from January 2021, any manufacturer who intends to sell his toys in India was required to have a valid BIS license for doing so.
But even after implementation of this Quality Control Order, being a MSME industry, many Toy manufacturers were hesitant, reluctant, confused and afraid of applying for a BIS license. They had many doubts related to the Application Procedure and many had heard the name of BIS for the first time in their life!
Assessing this situation, Head of Delhi Branch Office Smt Rosy Dhawan decided to hold a meeting with Toy Manufacturers to listen to their queries, explain to them the BIS certification process, and most importantly, bridge the mental barrier between manufacturers and BIS.
As the meeting date was fixed to be conducted on 24.02.2022, president of The Toy Association of India, Mr Ajay Aggarwal and Mr Vipin Nijhawan, Vice President of Toys Association of India worked relentlessly with DLBO-II to send invitations and contacted the manufacturers personally to invite them for the meet.
On 24th of February 2021, the meet with the Toys Association of India was held at BIS auditorium, Manak Bhawan. After Smt Dhawan’s welcome speech, Mr Aggarwal expressed his opinion on the importance of an interactive relationship between the Industry and BIS to develop a Quality Conscious, Self-Reliant environment in the Industry.
After his opinion, Mr Tejas Sandip Mahale, Scientist B, DLBO-II gave his presentation on the BIS certification process for Toys. Manufacturers were explained the process of applying for the license in 10 simple steps. Many of them were amazed to see how smooth, hassle free and easy the process is! Manufacturers were explained relaxations given to the Toy Industry from BIS such as relaxation in setting up the testing lab for Micro scale Industry and relaxation in the fees for Women Entrepreneurs, Startups and Micro Scale Industries.
In addition, they were introduced to the most powerful tool called the Product Manual of Toys, in which they can find Sampling guidelines, Test Equipment list for setting up the lab at their factory, Categorization of Toys and various undertakings and declarations submitted along with the application.
Finally, a live demo of BIS websites was given on how to find all the guidance documents and how to apply for the license. Members were also introduced to the BIS CARE app which is very useful to everyone and being a customer in daily life.
Next followed the question answer session; and the dais was flooded with the questions!! Some of the attendees had even brought their toys for the meet to understand their categorization and testing requirements. Some had queries related to guidance documents and some asked for more relaxations for the industry. The dais answered to all the queries to utmost satisfaction of the members and members of the association used the lunch time too for discussion with DLBO-II head and officers regarding their queries and their plans to get a BIS license. It was ensured that no mind with unresolved queries leaves the auditorium.
