5. Who can apply for license to use hallmark as Refinery/Mint?
Any manufacturer engaged in refining by aqua-regia or electrolytic process or minting of precious metals, as the case may be, can all apply for a grant of licence under Hallmarking regulations,2018.
6. What are the prerequisites for obtaining licence for refinery/mint?
Following prerequisites are to be ensured for taking licence for refineries/mints:
a) The refinery/mint should have in house manufacturing as well as testing capability
b) Refinery/mint should have accreditation of the Laboratory of Refinery or Mint by National Accreditation Board for Testing and Calibration Laboratories (NABL) or London Bullion Market Association (LBMA).
7. What is the scope of licence for refineries/mints?
The scope of licence shall cover the following:
a) Gold Bullion or Gold Coin
b) Fineness (999 or 995)
c) Design and Weight of Bullion Bar or Gold coin. No negative tolerance shall be permitted on declared weight.
8. What is the marking fee for Refinery or Mint?
Minimum marking fees for gold refinery is Rs 48000/- per annum for large scale units while it is Rs 38400/- per annum for MSME units. Marking fee as per production is Rs 50/- per unit (1 unit= 1kg).
9. What is the validity of licence of refinery/mint?
At the time of grant of licence the validity of licence of refinery/mint is one year while the licence can be renewed for maximum period of two years.
