Electric Vehicle Conductive Charging System
Part 23 d.c. Electric Vehicle Supply Equipment(IEC 61851-23 : 2023, MOD) ( First Revision )

This Indian Standard is a modified adoption of IEC 61851-23:2023 and specifies requirements for DC Electric Vehicle Supply Equipment (EVSE) — the equipment that transfers energy between the supply network and electric vehicles for DC charging. It applies to equipment with a rated maximum voltage of up to 1000 V AC or 1500 V DC on the grid side and up to 1500 V DC on the vehicle side, covering Systems A and C as defined in the IEC document; System B has been excluded as unsuitable for Indian conditions. Ambient test temperature has been raised to 55°C from the IEC’s 40°C, and system voltages are aligned with IS 12360.

This revision adds several new safety requirements over the earlier edition, including equipotential bonding and protective-conductor impedance checks on the vehicle side, strain relief and surface-temperature limits for vehicle-side cable assemblies, emergency shutdown provisions for short-circuit faults, under-voltage protection at the vehicle connector, and requirements for temperature-controlled energy transfer.

This covers classification of EVSE, charging modes and functions, digital communication with the vehicle, protection against electric shock (basic, fault and enhanced protection), cable assembly and constructional requirements, overload and short-circuit protection, automatic reclosing, emergency disconnection, and marking and instructions. Detailed normative annexes specify circuit diagrams, control sequences and safety measures for Systems A, B and C, along with test methods, technical data and bidirectional power transfer provisions. It is to be read together with IS 17017 (Part 1):2018.
